Investigation Intensifies Into Alleged Plot Against RAF Fairford Base as Five Suspects Remain Under Scrutiny
British counter-terrorism police are continuing a major investigation into an alleged plot targeting RAF Fairford in Gloucestershire, a Royal Air Force base that has been used by the United States military. Five British men arrested near the base have been released on police bail but remain under investigation, with authorities examining multiple possible explanations for the incident.
The investigation began in the early hours of Sunday, September 27, after police received a report about three suspicious vehicles travelling towards RAF Fairford. A local resident alerted authorities after seeing vehicles and a group of hooded or masked men in the area around Whelford, close to the airbase. Armed officers subsequently arrested five men.
The suspects, all British nationals from London, are aged between 23 and 25. They were initially detained over suspected offences under the Explosives Act and were subsequently investigated for the preparation of a terrorist act under Section 5 of the Terrorism Act. None of the five has been charged.
Police and military specialists carried out extensive examinations of the three vehicles, with bomb-disposal and forensic teams deployed. A substantial cordon was established around the vehicles and residents from about 85 households in nearby Whelford were temporarily evacuated during the security operation. Residents were later allowed to return, although investigators continued examining the scene.
Counter Terrorism Policing chief Assistant Commissioner Laurence Taylor stressed that the suspects’ release on bail did not mean the investigation had ended. He said they remained subject to stringent conditions governing their movements and contact with others while investigators pursued “multiple lines of enquiry.”
One of the central questions is whether the alleged activity was connected to a foreign state. British investigators have said they are examining the possibility that individuals could have been acting knowingly or unknowingly on behalf of a foreign government. Authorities have not publicly established that a foreign state was responsible.
Iran has emerged as one of the principal areas of speculation because RAF Fairford has been used by US military aircraft during operations connected with the conflict involving Iran. A source cited by Reuters said an Iranian-linked motive was among the possibilities being examined, alongside other potential explanations. Iran’s embassy in London has categorically denied involvement and described allegations linking Tehran to the incident as unfounded.
US Secretary of State Marco Rubio said September 29 that the suspected plot involved the “hands of a foreign actor” and thanked British authorities for their cooperation. He did not publicly identify the alleged foreign actor. His comments came as British investigators continued to stress that the inquiry remained open and that they were considering multiple possibilities.
US President Donald Trump has also spoken publicly about the arrests, saying he was surprised that the five suspects had been released on bail. He suggested the case might be connected to Iran but declined to provide further details. British authorities have continued to emphasize that the men remain under investigation and that their release does not represent the conclusion of the case.
The incident has also generated questions about security around RAF Fairford. A local resident who alerted police said she believed her emergency call had brought the suspicious activity to authorities’ attention. Defence Secretary Wes Streeting, while declining to discuss operational intelligence, said the resident had only a “partial picture” of the wider security situation.
RAF Fairford has particular strategic importance because of its long-standing role in supporting US military aviation in Europe. The base has hosted American strategic bombers during previous conflicts and has been used in connection with recent US military operations involving Iran, making security around the facility a matter of heightened concern.
For now, British authorities have not publicly determined who was behind the alleged plot, whether the suspects intended to attack the base, or whether any foreign government was involved. Counter-terrorism officials have repeatedly urged caution over speculation while forensic examinations, interviews and intelligence enquiries continue. The investigation therefore remains active, with the five suspects on bail and the circumstances surrounding the alleged operation still being established.
