Modi government defers passage of the contentious FCRA Bill in Lok Sabha

Modi government defers passage of the contentious FCRA Bill in Lok Sabha

The Narendra Modi government has deferred consideration of the Foreign Contribution (Regulation) Amendment Bill, 2026 (FCRA Bill) in the Lok Sabha, effectively putting off its passage in the current session.

What the Bill proposed

  • The draft amendments sought to tighten regulation of foreign funding to NGOs, including provisions for a designated authority to take control of assets created using foreign contributions if an entity’s FCRA registration is suspended, cancelled, or ceased.

  • It also proposed prior‑approval requirements for investigations under FCRA and stricter timelines on how and when foreign funds can be received and utilised.

Why the passage was deferred

  • The government withdrew the bill from the day’s business in the Lok Sabha amid strong Opposition protests and apprehensions that it would be misused to target civil‑society groups and minorities, especially the Christian community, ahead of Kerala assembly elections.

  • Minister Kiren Rijiju stated that the bill would not be taken up in the current House sitting, blaming the Congress and CPI(M) for spreading a “false narrative” in Kerala, while the government maintains that the amendments are meant only for regulation and national‑security purposes, not religion‑specific targeting.

Political and policy implications

  • The deferment is widely seen as a tactical retreat to avoid polarising the Kerala electorate and to insulate the ruling bloc from backlash around “crackdown on NGOs” and “minority targeting” narratives.

  • Nonetheless, the FCRA 2026 amendments remain on the legislative agenda, signalling that the government intends to further centralise and tighten control over foreign donations once the political timing is more favourable.
