Sahara Refund Process Restarts: Centre Restores Portal to Clear 20 Lakh Pending Claims

The Centre has restored the CRCS-Sahara Refund Portal, restarting verification and processing of around 20 lakh pending applications from depositors of four Sahara Group cooperative societies. The Ministry of Cooperation announced the restoration on September 8, 2026, saying the move will allow the refund mechanism to resume after operational and administrative disruptions.

The latest government figures show that ₹9,267 crore has already been refunded to 41,56,711 depositors. The money has been transferred directly into Aadhaar-seeded bank accounts after verification of eligible claims. The government has described the mechanism as digital, paperless and verification-based.

The pending claims relate to depositors of four multi-State cooperative societies: Sahara Credit Cooperative Society Ltd., Saharayn Universal Multipurpose Society Ltd., Humara India Credit Cooperative Society Ltd. and Stars Multipurpose Cooperative Society Ltd. These are the societies covered by the refund mechanism established following the Supreme Court’s directions.

The refund process had faced disruption after operational difficulties affected the societies from November 2025. The Ministry said problems included outstanding hardware and annual-maintenance obligations, renewal of essential IT infrastructure and licences, as well as manpower and other administrative issues. These problems disrupted the systems needed to verify and process depositor claims.

The Centre said it intervened to address the administrative, financial, technology and operational obstacles. Coordination with stakeholders, including authorities in Uttar Pradesh, helped restore the infrastructure and verification systems required for the portal to function again.

Under the revived mechanism, claims are checked through Aadhaar e-KYC, with depositor, membership and bank-account information matched against records supplied by the respective cooperative societies. Deposit certificates, receipts and other prescribed documents are also scrutinised under the approved Standard Operating Procedure. Refunds are credited directly to the depositor’s Aadhaar-seeded bank account after successful verification.

The portal was originally launched on July 18, 2023, following the Supreme Court’s March 29, 2023 order in the Sahara cooperative societies matter. The Court had directed that ₹5,000 crore from the Sahara-SEBI Refund Account be transferred to the Central Registrar of Cooperative Societies for distribution to genuine depositors after proper identification and verification.

The scale of the process has grown substantially. A government update in March 2026 said that, as of February, more than 1.45 crore applications and over 4.06 crore claims had been made through the portal, while ₹8,783.55 crore had been disbursed to 40,33,448 investors. The Supreme Court had also extended the refund-disbursement period up to December 31, 2026.

The restoration therefore comes as an important operational step before the end-of-2026 deadline, but the government has not announced a specific date by which all 20 lakh pending applications will be completed. Each claim remains subject to verification and compliance with the prescribed documentation requirements.

Depositors have been advised to use only the official CRCS-Sahara Refund Portal for fresh claims. Where applicants are specifically asked to correct deficiencies in previously submitted claims, the government has directed them to use the official resubmission portal. The Ministry has cautioned depositors against unauthorised channels and misleading claims.

The restoration does not mean that every pending claimant will automatically receive a refund. Payments remain dependent on successful identification, verification of the deposit and membership records, and satisfaction of the prescribed requirements. For genuine depositors whose applications remained stuck during the disruption, however, the reopening of the verification system means their pending claims can now move through the official process again.
