India launches Cell Broadcast technology for disaster alerts

India has begun testing, and in some reports formally launching, an indigenous Cell Broadcast emergency alert system to send instant disaster warnings to phones in affected areas. The system is designed to work faster than SMS during network congestion and is intended for time-critical events such as earthquakes, tsunamis, lightning strikes, gas leaks, and chemical hazards.

Cell Broadcast sends the same alert to all mobile devices connected to towers in a defined area at the same time, rather than delivering messages one by one like ordinary SMS. That makes it especially useful when seconds matter and telecom networks are under stress.

The system has been developed indigenously by C-DOT under the Department of Telecommunications, in coordination with the National Disaster Management Authority. It is linked to the government’s broader emergency alert framework and aligns with the Common Alerting Protocol standard.

During testing, many users received loud “Extremely Severe Alert” messages, but the government said these were test notifications and no action was required. The alerts may appear in English, Hindi, and regional languages depending on the network and handset settings.

India already relies heavily on SMS-based disaster messaging, but Cell Broadcast should improve speed, reach, and reliability in fast-moving emergencies. In practical terms, it is meant to reduce confusion and help people get warned before danger spreads.
