Supreme Court of India Flags “Alarming” Rise in Dog Bite Cases Across India

The Supreme Court of India has expressed grave concern over the rapidly rising number of dog bite incidents across the country, describing the situation as “alarming” and a serious threat to public safety and public health. While hearing matters related to stray dog management and implementation of Animal Birth Control Rules, the Court observed that the scale of attacks and rabies-related deaths has reached “deeply disturbing proportions.”

According to data noted by the Court, Tamil Nadu recorded nearly 2.63 lakh dog bite cases and 17 deaths in just the first four months of 2026, while Karnataka reported more than 2 lakh cases along with at least 25 rabies-related deaths during the same period. The Court observed that such figures reveal a growing public health emergency affecting millions of citizens across India.

The Supreme Court emphasized that the constitutional right to life and safety under Article 21 cannot be compromised due to administrative failure in controlling stray dog populations. The bench stated that governments and municipal authorities have a continuing obligation to implement sterilization, vaccination, shelter, and scientific population-control measures effectively. It warned that continued negligence or non-compliance with judicial directions could invite contempt proceedings and accountability against erring officials.

The Court further observed that incidents involving attacks on children, citizens, and even foreign tourists reflect serious shortcomings in urban governance and civic administration. The matter has intensified the nationwide debate between animal welfare concerns and the urgent need to protect human life and public safety.
