Students, Parents and Politicians Question Integrity of CBSE’s New On-Screen Marking System

India’s largest school examination authority, the Central Board of Secondary Education, is facing one of the biggest controversies in its recent history after the rollout of its new On-Screen Marking (OSM) system for the 2026 Class 12 board examinations. What was introduced as a technology-driven reform aimed at improving transparency and reducing human errors has instead triggered widespread complaints of answer-sheet mismatches, blurred scans, technical glitches, disputed marks, and concerns over the reliability of the digital evaluation process.

The Class 12 board examination is among India’s most important academic assessments, determining eligibility for university admissions, professional courses, scholarships, and future career opportunities. As a result, even minor discrepancies can significantly affect students’ academic prospects. This year, however, complaints have emerged on an unprecedented scale. More than 400,000 students reportedly sought copies of their evaluated answer sheets after questioning their marks, while over one million review-related requests were submitted to CBSE’s post-result grievance system.

What Is the OSM System?

For the first time, CBSE digitized the evaluation of Class 12 answer books by scanning answer sheets and allowing examiners to assess them online rather than physically. The board argued that digital evaluation would reduce clerical mistakes, improve consistency, and enhance transparency. Nearly 98 lakh answer-book copies comprising hundreds of millions of scanned pages were processed under the new system.

However, students soon began reporting serious problems. Several claimed that scanned copies provided for verification contained blurred pages, missing content, or even answer sheets belonging to other candidates. One widely discussed case involved a Delhi student who allegedly received another student’s Physics answer sheet before CBSE later provided a corrected version.

Technical and Administrative Challenges

Government sources cited in media reports acknowledged that approximately 20 answer-sheet mix-ups were detected during the first implementation of OSM. In addition, more than 13,000 answer sheets reportedly had to be evaluated manually because scan quality issues made digital assessment difficult. These revelations intensified criticism that the system may have been introduced without adequate testing and preparation.

Students also complained about crashes, payment failures, portal slowdowns, and difficulties accessing scanned answer sheets during the re-evaluation process. Critics argue that every attempt to resolve one issue appeared to expose another, eroding confidence in the examination system.

Political Storm and Questions Over Procurement

The controversy has now expanded beyond technical concerns. Senior opposition leaders, including Rahul Gandhi, have questioned the procurement process behind the OSM project and raised concerns about whether tender conditions were altered to favor specific companies. Reports have also highlighted scrutiny surrounding a Hyderabad-based firm linked to the evaluation system.

At the same time, allegations surfaced that school principals were encouraged by regional officials to publicly defend the OSM system and reassure students that technical problems would not affect results. These claims have further fueled debate over transparency and accountability.

Security Concerns Add to Anxiety

The controversy deepened after claims emerged that vulnerabilities existed within an OSM-related portal and that examination data could potentially be manipulated. CBSE strongly rejected allegations that its live evaluation system had been hacked, clarifying that the reported vulnerability involved a testing platform containing only sample data and not the actual evaluation portal used for marking answer books.

Government Response

Union Education Minister Dharmendra Pradhan has acknowledged that discrepancies occurred during the implementation of the OSM system and assured students that all genuine grievances would be addressed. Following review meetings with CBSE and technical experts, the government promised corrective measures, accountability, and improvements to the evaluation and verification process.

Why the Crisis Matters

The OSM controversy is not merely a dispute over examination marks. It has evolved into a larger debate about how rapidly educational institutions should digitize high-stakes processes affecting millions of students. While experts generally agree that digital evaluation is likely to become the future of large-scale examinations, critics argue that the 2026 rollout exposed the risks of implementing complex technological reforms without sufficient pilot testing, infrastructure readiness, and public communication.
